What do you do with debts if someone dies with no assets?

A friend of mine lost both mother and father who have no assets. They did not have any real estate, no bank accounts, they lived in an apartment. They do have credit card debts. Are the siblings responsible for any of the debts? http://bit.ly/mH5uZk
